Manually resize a video clip in Adobe Premiere Pro, follow these steps:
Import the video file you want to resize into your Premiere Pro project.
Drag the video clip from the Project panel onto the Timeline.
In the Timeline, select the video clip you want to resize by clicking on it.
Go to the Effect Controls panel on the right side of the screen. The panel should display the selected clip’s properties and controls.
In the Effect Controls panel, find the Scale property under the Transform section.
To resize the clip horizontally, adjust the Scale Width value. To resize the clip vertically, adjust the Scale Height value. You can also adjust both values at the same time to change the overall size of the clip.
To maintain the aspect ratio of the clip while resizing, hold down the Shift key while adjusting the Scale Width or Scale Height values.
To see a preview of the resized clip, press the spacebar to play the video on the Program monitor.
When you’re happy with the new size of the clip, you can save your project and export the video.
